Fiscal Impact/Change to Net County Cost
There is no impact to the Net County Cost associated with this Amendment I to Agreement for Services 527-S1311.  Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County budget requests.
 
Background
The Health and Human Services Agency (HHSA) has contracted with EDCA Lifeskills since 2007.  The services provided by EDCA Lifeskills continues to be a successful tool to support families who are clients of County of El Dorado's HHSA's Child Protective Services (CPS) program.  HHSA maintains agreements with multiple local vendors for the provision of therapeutic counseling and related services to ensure that clients can be referred by their caseworker on an "as requested" basis to receive necessary, and in some cases, Court-mandated services from the most appropriate and conveniently located vendor.  Choice of vendor is based on the specific needs of each individual HHSA client.
 
On May 14, 2013, the Board of Supervisors executed Agreement for Services 527-S1311 for the provision of therapeutic counseling, substance abuse testing, and related services in the amount of $75,000 for a three-year term ending April 25, 2016.
 
Reason for Recommendation
In early fiscal year 2013-14, the County terminated substance abuse testing services with one of the primary contracted substance abuse providers, resulting in a redistribution of clients to other currently contracted providers.  As a result, utilization of services has increased across the remaining contracted service providers, which requires an increase in funding to ensure ongoing availability of therapeutic counseling and substance abuse testing services for existing clients.  
 
Pursuant to Welfare and Institutions Code Sections 16501-16508, HHSA is required to provide counseling and substance abuse services that promote reunification of children and families who are being served by the HHSA CPS Program.  Increased utilization of the services has outpaced the compensation originally determined for this Agreement.  Approval of Amendment I to Agreement for Services 527-S1311 will help ensure the continued provision of Court-mandated therapeutic counseling, substance abuse testing, and related services on an "as requested" basis.
 
Failure to adopt this Amendment will result in difficulty meeting the service demands of the community and HHSA's mandated service requirements, as well as disrupt the progress and continuity of care for clients currently receiving services from this vendor.

1) The Clerk of the Board to obtain the Chair's signature on the two (2) originals of Amendment I to Agreement for Services 527-S1311.
2) The Clerk of the Board to forward one (1) fully executed original Amendment to HHSA Contracts Unit at Briw Road for further processing.
