Funding is available from contingency in the El Dorado Hills Library special revenue fund.  No change to Net County Cost.  
 
Background
The automated materials handling system at the El Dorado Hills Library is a pneumatic system powered by an air compressor situated on the roof of the facility.  The air compressor has performed inconsistently over the last eight years and has needed numerous repairs.  The current unit is inefficient, noisy and costly to repair.  The air compressor is at "end of life" condition.  The Library Department was planning to include a conversion to an electric motor operation in the 2014/15 Fiscal Year budget.
 
Reason for Recommendation
The December 2013 cold snap caused an air compressor system failure in the evening of December 8, 2013.  Smoke and haze filled the El Dorado Hills Library setting off smoke alarms and alerting the security system.  The air compressor cannot be repaired, and the automated book check-in system is not operational causing additional staff time and inefficiency.  The Library has sufficient funds in contingency account of County Service Area No. 10, Zone E (El Dorado Hills) to convert the pneumatic system to an electric system.
 
On December 17, 2013 (Agenda Item #21), the Board of Supervisors approved budget transfer TR2014030 for the upgrade of the El Dorado Hills automated materials handling system compressor.  The original quote did not include the costs associated with the Library's second book drop.  The new quote reflects an increase of $5,630, for a total project cost of $47,581.
