Title: Health and Human Services Agency, Community Services Division, recommending the Board adopt Resolution 019-2014 to: 1) Authorize the Chief Administrative Officer, or designee, to execute Amendment 3 to Agreement 13F-3009 with the California Department of Community Services and Development, extending the term to April 30, 2014, contingent upon County Counsel and Risk Management approval, with no change to the total agreement amount of $262,422; and 2) Further authorize the Director of the Health and Human Services Agency, or designee, to continue to sign subsequent required fiscal and programmatic reports and to perform any and all administrative responsibilities in relationship to said Agreement. Background
The Community Services Block Grant (CSBG) is administered by the U.S. Department Health and Human Services and provides funds to States, U.S. Territories, Native American Indian Tribes and other organizations to support services that reduce poverty in local communities.  CSBG provides core funding support for the Health and Human Services Agency (HHSA), Community Services Division, administrative, accounting and direct service functions, as outlined in the CSBG Community Action Plan.  
 
On February 26, 2013 the Board of Supervisors adopted Resolution No. 017-2013 authorizing the Chair to sign Agreement 13F-3009 with the California Department of Community Services and Development (CSD) in the initial amount of $72,737 for the period January 1, 2013 through December 31, 2013.  Amendment 1 and Amendment 2 to Agreement 13F-3009 subsequently increased the total contract amount to $262,422 and were executed by the HHSA Director as authorized by Resolution No. 017-2013.
 
Reason for Recommendation
Agreement 13F-3009 with the CSD for 2013 CSBG funding, expired December 31, 2013.  On January 29, 2014 CSD notified HHSA that an amendment to Agreement 13F-3009 would be issued to extend the term to April 30, 2014.  CSD also stated they are currently short-staffed and do not know when the amendment will be released.  
 
The resolution authorizes the Chief Administrative Officer, or designee, to sign Amendment 3 to Agreement 13F-3009, contingent upon County Counsel and Risk Management review and approval.  Authorizing the Chief Administrative Officer's signature on the amendment will expedite the contract execution process once the Amendment is received and will allow HHSA to maximize utilization of remaining contract funds.
