Title: Health and Human Services Agency recommending the Board approve and authorize the Chair to sign the following two (2) non-financial Operational Agreements that will be submitted by Drug Free Divide as part of their application for a Drug-Free Communities Support Program grant through the Substance Abuse and Mental Health Services Administration, due March 24, 2014. Title

2) Operational Agreement 012-M1511 to establish collaborative roles and responsibilities between Drug Free Divide and the Public Health Division, Public Health Nursing Program in community efforts to prevent public health issues such as smoking in the area of the County known as "the Divide".

There is no Net County Cost associated with these non-financial agreements.
Background
The Board of Supervisors has demonstrated support for this community-based organization, providing a Proclamation in support of their efforts to create a healthy environment for youth in their homes, schools, and in the community on September 17, 2013 (refer 13-1153).  
 
Reason for Recommendation
Drug Free Divide is a group of community members who are working to keep youth from accessing, using, and abusing alcohol and drugs.  The group consists of school staff, parents, youth, individuals from local businesses, members from nonprofits, members from healthcare, and members from local agencies.  The organization provides information to parents, youth, and the community so all parties may better understand the issues associated with substance abuse, how to decrease youth access to alcohol and drugs, and how to prevent the negative consequences of underage drinking and drug use.
 
The Drug Free Divide plans to submit their application for a Drug-Free Communities Support Program grant through the Substance Abuse and Mental Health Services Administration (SAMHSA).  As part of the grant application, SAMHSA has a requirement that letters of support for the grant application be in the form of an agreement indicating involvement in the coalition.  In accordance with Board of Supervisors Policy A-5, the Health and Human Services Agency is submitting these two Operational Agreements, requesting formal approval from the Board of Supervisors prior to "offering verbal or written endorsement for non-county grant applications."
 
Approval of Operational Agreement 010-M1511 and 012-M1511 will assist the Drug Free Divide in qualifying for the Drug-Free Communities Support Program grant.
 
Clerk of the Board Follow up Actions
1. Obtain signature of the Chair on Agreement 010-M1511 and 012-1511.
2. Return one (1) fully executed original of each Agreement to HHSA at 3057 Briw Road.
