Funding is provided by Road Fund discretionary funds.  There is no change to Net County Cost.
Background
The California Public Utilities Commission established a program in 1967 under which regulated utilities, such as Liberty Utilities (Liberty), AT&T, and Charter Communications are required to budget funds annually for use by the communities they serve, to convert existing overhead utility lines to underground (Rule 20A).  The El Dorado County Board of Supervisors (Board) previously adopted Resolution #083-2007 (Legistar #07-258) which authorized Underground Utility Districts (UUD) for the purpose of undergrounding existing overhead utilities in the Tahoe Basin's scenic corridors.
Reason for Recommendation
The scope of work for the proposed project includes the removal of power poles along Pioneer Trail within the UUD boundaries.  The overhead lines will be replaced and placed in underground conduits installed in the County's right-of-way.  No road closures are anticipated for this work.
Liberty indicates the estimated construction cost is $1.5 million for the proposed project.  Liberty is the trenching agent and is therefore responsible for using Rule 20A funds to cover all project costs except the establishment of the UUD, which is being performed by the County at an expected cost of less than $2,000 (per statute, these costs cannot be covered by Rule 20A funds).  The utility companies are responsible for obtaining necessary encroachment permits and easements or rights-of-way for the construction, which is planned for summer 2015.  To meet this construction schedule, the utility companies have indicated that a Resolution for the proposed UUD must be adopted by April 2014.
All property owners affected by the proposed UUD were contacted via mail inviting them to attend a Public Meeting held January 28, 2014 in the El Dorado County Community Development Agency, Transportation Division - Engineering Division Conference Room, South Lake Tahoe.  There was no opposition to the proposal.
Clerk of the Board Follow Up Actions
1) The Clerk will obtain the Chair's signature on the adopted Resolution.
2) The Clerk will forward a copy of the executed Resolution to the Transportation Division for further processing.
