Background
The U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) released a funding opportunity announcement for Mental Health Service Expansion - Behavioral Health Integration (BHI).  BHI is a competitive funding opportunity to improve and expand the delivery of behavioral health services through the establishment and/or enhancement of an integrated primary care behavioral health model at existing Health Center Program grantee sites.  
 
The El Dorado County Community Health Center (EDCCHC) is applying for BHI federal grant funding to increase staff and services for integrated behavioral health care which includes both mental health and substance abuse disorders.  If granted, EDCCHC will use the funding to hire a part-time psychiatrist with addictionology and/or pain management training, a full-time licensed clinician and a full-time behavioral case manager to coordinate integrated care across the Center's three sites and with community agencies.
 
Reason for Recommendation
The EDCCHC has requested a letter supporting the grant application from the Health and Human Services Agency.
