Funding for this Agreement will be recovered through restricted sources that fund the Community Development Agency, Transportation Division (Division) Capital Improvement Program (CIP) projects.
 
Background
Radman Aerial Surveys, Inc. (Radman) participated in the Community Development Agency's 2014 Request for Qualifications for Consulting Services. Radman's submittal was reviewed by a panel of qualified staff. Radman was ranked number two in the surveying category and the top-ranked firm does not perform aerial surveys.
 
Reason for Recommendation
The Division recommends the Board make findings pursuant to Ordinance Code 3.13.030 that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications.
 
Certain elements of the Division's CIP projects require specialized professional services such as aerial flight photography and topographic mapping for accurate and successful design and survey activities. The specialized services provided by the proposed Agreement will be on an on-call basis and will be intermittent in nature. These services require not only unique expertise and highly technical skills, but also unusual equipment, exclusive to aerial flight photography and mapping (e.g., airplanes, digital terrain compilers, etc.). The specialized skills required to perform these services are not identified in County employment classifications.  The essential equipment to perform these services is not owned by the County.
 
Since Radman has been performing aerial surveys and topographic mapping for the Division for the last nine years, Radman has a vast library of maps of the Division's projects.  Radman also operates its own plane and the output from its mapping equipment is directly compatible with the County's surveying equipment.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Agreement.
 
Clerk of the Board Follow Up Actions
1. The Clerk will obtain the Chair's signature on Agreement No. 451-S1411.
2. The Clerk will forward one fully executed original Agreement to the Transportation Division for further processing.
