Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agenda item. Sufficient appropriations are included in the current Fiscal Year budget and will be included in subsequent FY budgets, upon approval of the final Agreement.  Approval of this item will result in a yearly reduction in Traditional Mental Health Funding expenditures totaling approximately $450,000, and a yearly net increase (expenditures less revenues) in Mental Health Services Act funding expenditures totaling approximately $456,000.  
 
Background
The Board approved the conceptual Agreement for Services 456-S1411 on April 8, 2014. County Counsel and Risk Management have approved the final Agreement for Services. The Board further directed HHSA to return to the Board for consideration of the final Agreement.
 
Welfare and Institutions (W&I) Code Section 5897 directs the State to implement the mental health services defined in the W&I Code Section 5800 (Adult and Older Adult Mental Health System of Care Act), Section 5840 (Prevention and Early Intervention Programs), and Section 5850 (The Children's Mental Health Services Act) through contracts with county mental health programs or with counties acting jointly. The Health and Human Services Agency (HHSA), on behalf of the County, contracts with the State to serve as the Mental Health Plan (MHP) for the County.  HHSA, as the MHP, currently contracts with as many out of county Adult Residential Treatment facilities as possible to ensure availability of services on an "as needed" basis.
 
Summitview Child & Family Services, Inc. (Summitview) is a private, nonprofit organization licensed by the State of California to provide a variety of mental health services to children and families, and is expanding services to include Adult Residential Facility Treatment Services.  Summitview has incorporated training in daily activities such as household chores, personal hygiene, money management, safety awareness, and exhibiting appropriate behavior in specific situations, as services included in the treatment plan to "advance the client's goals and achieve outcomes that support the client's recovery, wellness and resilience" (California Code of Regulations, Section 32.  Furthermore Summitview has identified a suitable property in which to operate the Adult Residential Facility, and is currently working with an investor who is in escrow for this property, contingent upon approval by the Board of Supervisors.
 
Reason for Recommendation
Approval of this Agreement will allow Summitview to continue to move forward with their investor in the purchase of an appropriate facility for the provision of Adult Residential Services.  In addition, it will provide the County exclusive access to six (6) facility beds for adults with serious mental disorder(s) in an Adult Residential Facility as well as incorporating Full Service Partnership (FSP) services into the treatment plan.  Access to these beds will allow the County to transfer clients currently placed out-of-County back to El Dorado County, and provide FSP services for those clients, ensuring a higher quality of services.  In addition to receiving services locally with access to family and community support structure, the utilization of this FSP-funded Adult Residential Facility will provide savings of traditional mental health funds.  The clients served under this program will be provided with recovery oriented treatment, which HHSA does not have the capacity to provide. This model will not only allow for improved services and outcomes, but will also result in a reduction in the utilization of traditional mental health funding which has been overspent in prior years.
 
Lastly, this recommendation is consistent with the Fiscal Year 2013/14 MHSA Plan update Project 2b to provide "Adult Full Service Partnerships."
