Title
Health and Human Services Agency recommending the Board consider the following:
1) Approve and authorize the Chair to sign retroactive Agreement 322-F1411 with the County of Siskiyou for use of the County of El Dorado Psychiatric Health Facility services for a term of February 1, 2013 through June 30, 2018; and
2) Authorize the Chief Administrative Officer, or designee, to execute further documents relating to Agreement 322-F1411, including amendments thereto and contingent upon approval by County Counsel and Risk Management, which do not affect the term or compensation.
FUNDING: Revenue from the County of Siskiyou.

There is no Net County Cost associated with this revenue-generating fee-for-service Agreement.
Background
The County of El Dorado operates a Psychiatric Health Facility (PHF) that provides services in accordance with Title 9, California Code of Regulations Section 1810.236 - 1810.237. Several counties contract with the County of El Dorado for access to these services for their residents who require short-term inpatient mental health services on an "as requested" basis. These agreements with other counties provide revenue to offset the fixed operational costs (required staffing levels and facility costs) of the County's PHF.
In February 2013, a County of Siskiyou (Siskiyou) client was accepted on an emergency basis into the County's PHF. Siskiyou presented a contract for the required services in November 2013 and, since that time, the County of El Dorado has been negotiating terms and conditions with Siskiyou. Both counties recently reached agreement on mutually acceptable language. The final Counsel-approved version is now being presented to the Board for approval.
Reason for Recommendation
Approval of this Agreement will establish the appropriate mechanisms to allow Siskiyou to pay for outstanding invoices for past use of the County's PHF and provide for future admissions through the term of the Agreement.

1) Clerk of the Board to have the Chair sign three (3) originals of Agreement 322-F1411.
2) Clerk of the Board to return all signed original Agreements to HHSA Contracts Unit at 3057 Briw Road, Suite A.
