Background
Health and Safety Code sections 40130-40131 require that the Air Quality Management District adopt their budget in an open process, separate from other budget processes to ensure full opportunity for the public to participate in, and comment upon, a district's budget prior to adoption.
Reason for Recommendation
Beginning May 3, 2014, the district has prepared and made available to the public a summary of its budget. Notices went out to everyone who was subject to Air District fees during fiscal year 2013-14 regarding the public hearing date of a minimum of 30 days after notice and the availability of the budget summary at the Air District office and online at the Air District web site. As such, the public hearing was scheduled for June 3, 2014 with a proposed adoption date of June 17, 2014.
Due to the Board of Supervisor's going dark until June 10, 2014, the public hearing was moved to and heard on June 10, 2014 with a proposed adoption date of June 24, 2014.
