Title: Community Development Agency, Transportation Division, recommending the Board approve and authorize the Chair to sign Resolution 075-2014 sanctioning the revision to the parking prohibited zones for the following: 1) Add "No Parking 10 a.m. to 5 p.m. Oct 1 to Dec 1" signs along both sides of Gatlin Road from the northerly intersection with Carson Road to the southerly intersection with Five Mile Road; 2) Add "No Parking" on Pleasant Valley Road on the southerly shoulder west of Carlson Way for a distance of 100 feet; and 3) Add "No Parking Any Time" along the entire length of Casa Largo Way on the south side of the roadway, milepost 0.00 to 0.03. Fiscal Impact/Change to Net County Cost
Installation of the parking restriction signs at the three locations are estimated to cost a total of $1,200.00.  Funding to complete the work is included in the Fiscal Year 2014-15 Road Fund budget.
Reason for Recommendation   
Transportation recommends the Board approve the new resolution to sanction the revision to Resolution No. 252-81, which established parking prohibited zones pursuant to Section 10.08.020, of the El Dorado County Ordinance Code, as approved by the Traffic Advisory Committee, May 8, 2014.  
 
"No Parking Any Time" zone is appropriate for both sides of Gatlin Road from the northerly intersection with Carson Road to the Southerly intersection with Five Mile Road. Placing "No Parking 10 a.m. to 5 p.m. Oct 1 to Dec 1" will address all concerns regarding time zones associated with the high traffic volumes reported during the ranch marketing peak season. By placing these signs for "No Parking" during the three-month period, the roadway will remain open for parking for the public and residents the remainder of the year.
 
"No Parking" zone is appropriate for Pleasant Valley Road on the southerly shoulder from west of Carlson Way for a distance of 100 feet to keep the roadway free of motorists to allow pedestrians access along the shoulder of the roadway.
 
"No Parking Any Time" zone is appropriate along the entire length of Casa Largo Way on the south side of the roadway from milepost 0.00 to 0.03 to maintain the function as a two-lane roadway prior to and after school.

Action to be taken following Board approval
Transportation Division will install appropriate parking prohibited signs.

1. The Clerk will obtain the Chair's signature on the Resolution.
2. The Clerk will forward one (1) copy of the Resolution to the Department.
