Title: Health and Human Services Agency, Community Services Division, recommending the Board adopt Resolution 090-2014 to: 1) Approve and authorize the Chair to sign Amendment 2 to Agreement 14B-5007 with the California Department of Community Services and Development, increasing the total agreement amount by $358,513, from $1,425,228 to $1,783,741 for the period January 1, 2014 through January 31, 2015, for provision of Low-Income Home Energy Assistance Program services; 2) Authorize the Chief Administrative Officer, or designee, to execute any further amendments to Agreement 14B-5007 that do not affect the total dollar amount or the term, contingent upon approval by County Counsel and Risk Management; and 3) Further authorize the Director of the Health and Human Services Agency, or designee, to sign subsequent required fiscal and programmatic reports and to perform any and all administrative responsibilities in relationship to said Agreement. There is no Net County Cost associated with this agenda item.  Sufficient appropriations were included in the FY 2013-14 Budget and additional funds are included in the Agency's Recommended FY 2014-15 Budget.
 
Background
The Low-Income Home Energy Assistance Program (LIHEAP) is a federally funded program that assists low-income households with offsetting their energy costs by crediting their utility accounts, providing assistance in obtaining firewood or heating fuel, and by installing energy saving measures on their homes through the Weatherization program.  Priority is given to the elderly, disabled, and families with children under five years old.  The County of El Dorado has received this LIHEAP grant allocation since the early 1980s.  LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes.  
 
On January 28, 2014, the Board of Supervisors authorized the Chair to sign Agreement 14B-5007 with the California Department of Community Services and Development (CSD) in the initial amount of $365,962 during the term of January 1, 2014 through January 31, 2015 and also authorized the Chief Administrative Officer, or designee, to execute subsequent amendments increasing the total agreement amount up to $1,672,993.  On April 1, 2014, as authorized by the Board of Supervisors, the Chief Administrative Officer executed Amendment 1 to Agreement 14B-5007 to increase the total agreement amount by $1,059,266, from $365,962 to $1,425,228 with no change to the term.
 
Reason for Recommendation
Amendment 2 to Agreement 14B-5007 increases the total agreement amount by $358,513, from $1,425,228 to $1,783,741, for the provision of LIHEAP services to residents of El Dorado and Alpine counties and makes no change to the term of January 1, 2014 through January 31, 2015.  The increase is due to proportionally allocated carryover and reallocated carry-forward by CSD of unspent LIHEAP funds from previous years.
