Fiscal Impact/Change to Net County Cost
The Child Support Services Department, Revenue Recovery Division's budget will be debited $100 from the Miscellaneous Revenue account in the General Fund to replenish the cash due to the Comprehensive Court Collection Account. The amount being taken from the Miscellaneous Revenue account will increase Net County Cost by $100.

Background
The Revenue Recovery Division accepted a counterfeit bill from a debtor who came into the office to make a payment on his account on April 21, 2014. The counterfeit bill was presented to the Treasurer's Office as a portion of the daily deposit on April 22, 2014. Subsequently, the Treasurer's Office discovered the bill was counterfeit and contacted the Placerville Police Department.

Additionally, Revenue Recovery has implemented inspection measures designed to reduce the possibility of this happening in the future.

Reason for Recommendation
Pursuant to Government Code Section 29390, the County historically has required departments to present to the Board, any request for relief of accountability for cash shortages.

In addition, in the MOU with the Court, "the County is liable for the acts and omissions of itself, its employees, its subcontractors and its agents." Thus, the County is liable for the collection of the counterfeit $100 bill and must reimburse the Court.

Action to be taken following Board Approval:
Revenue Recovery will present a claim in the amount of $100 to the Auditor, charging the Miscellaneous Revenue Fund. Those funds will be used to replenish the Comprehensive Court Collection Account.
