Background
Community Development Agency, Environmental Management Division (CDA/EMD) applied for and received notification of the grant award in an amount up to $49,655 for the grant term of July 15, 2014 through March 29, 2017.  The State of California, Department of Resources Recycling and Recovery (CalRecycle) administers the Household Hazardous Waste (HHW) Grants for various projects such as public education and outreach, new and sustainable extended producer responsibility information and collection opportunities, temporary or mobile collection programs, minor improvements to existing HHW facilities and the purchase of personal protection equipment and/or refresher HHW emergency response standards training.  
 
Reason for Recommendation
If the grant is accepted, CDA/EMD will use the grant funding for (1) the replacement of personal protective equipment such as self-contained breathing apparatus, masks, backpacks and regulators; (2) host  two Community Collection events for HHW in remote locations of the County for the collection, transportation and proper disposal of hazardous materials; and (3) obtain a professional consultant to perform a heat stress evaluation at the HHW facility in El Dorado Hills to evaluate the potential risk to HHW staff working in various temperature ranges during the collection event.  The evaluation will assist CDA/EMD in providing a safe working environment for County employees.
In accordance with BOS Policy A-6, the Board of Supervisors (Board) is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to execute the grant agreement and other grant-related documents.

Upon Board acceptance of the Grant Agreement, authorize the Community Development Agency Director, or designee, authority to execute the grant agreement, including, but not limited to, any amendments and all associated documents necessary to secure grant funds and implement the approved grant agreement.
