Background
At the August 26, 2014 meeting, the Board of Supervisors approved a recommended list of items to fund from the State Community Corrections Partnership Grants, referred to within the CCP as the Planning and Implementation Funds, for Fiscal Year 2014-15, in the amount of $88,000. An approved contract for data analysis services approved in Fiscal Year 2013-14, but carried forward to the current year was incorrectly omitted from this list, and a request is being made for the Board to approve the corrected funding list (CCP Planning Grant Budget) attached.
At its October 8, 2013 meeting, the Board of Supervisors approved a Budget Transfer of $211,347 of fund balance from the Planning and Implementation Funds within the Community Corrections Subaccount for professional services (Legistar Item 13-1035, Agenda Item 8). Of this appropriation, $151,347 was appropriated for consultant assistance with determining data issues and outcome measures for programming offered to offenders in the county under realignment. The consulting service provides the CCP with necessary information for further implementation of the 2011 Public Safety Realignment Plan.
The Community Corrections Partnership Executive Committee directed staff to enter into a contract for data analysis services with the San Joaquin Data Co-op at their March 31, 2014 meeting (Legistar Item 14-0482, Agenda Item 14). The contract amount is $51,250 for services over two years and has been approved by the CAO. This is the amount that has been added to the attached list of items to fund.
The Starting Fund Balance for the Planning and Implementation Funds has also been updated to more accurately reflect the available balance of funds.
