The total cost of the Obstruction Survey and Mitigtion Plan Project (Project) is estimated at $90,000, including $75,000 for the Obstruction Survey, $10,000 for the Obstruction Mitigation Plan Report, and $5,000 for County administration costs. The grant from the Federal Aviation Administration (FAA) will cover $81,000 of the cost and the local match of $9,000 will come from the General Fund, included in the Community Development Agency's (CDA) Fiscal Year 2014/2015 Budget Addenda request.
 
Background
On April 8, 2013, the County received a letter from Amy Choi, Aviation Safety Officer, California Department of Transportation, regarding obstructions (trees) at the Georgetown Airport.  The letter states that the County is required to develop a mitigation plan to improve safety for the flying public.  Significant time has elapsed since the previous obstruction survey was conducted at the Georgetown Airport, and FAA guidance on obstructions has also been updated since then.  This Project will verify the obstructions at the Airport and identify other obstructions/obstacles that penetrate surfaces defined by the FAA.  Mitigation options will be evaluated and recommended for future consideration; mitigation costs will be anticipated and a proposed schedule will be developed.
 
The FAA has informed the CDA that the FAA Grant Agreement and Terms and Conditions of Accepting Airport Improvements Program Grants (Agreement) will be finalized by the FAA on September 15, 2014.  The San Francisco District Office of the FAA has further informed the Agency that the Agreement must be signed and sent via email and overnight delivery to the FAA on or before Friday, September 19, 2014, to execute the grant.
 
Reason for Recommendation
CDA is required to mitigate the obstructions at the Georgetown Airport.  Acceptance of the grant will allow the County to implement the FAA's required improvements with less impact on the General Fund.
 
In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to execute the grant agreement and other grant-related documents.  
 
Follow Up Actions
1. County Counsel will sign three originals of the Certificate of Sponsor's Attorney statement at the end of the Agreement.
2. The CDA Director or his designee will sign three originals of the Agreement.
3. CDA will submit one scanned copy of the partially executed Agreement via email and three hardcopies of the partially executed Agreement via overnight delivery to the FAA on or before September 19, 2014.
4. CDA will forward one fully executed Agreement to the Clerk of the Board for their records.
