Title: Health and Human Services Agency recommending the Board accept Federal Fiscal Year 2014/15 grant funding for the provision of Supplemental Food Program for Women, Infants, and Children services and adopt Resolution 148-2014 to: 1) Authorize the Chair to sign Agreement 14-10248 with the California Department of Public Health, in the amount of $784,874, during the term October 1, 2014 through September 30, 2015; and 2) Authorize the Chief Administrative Officer, or designee, to execute any future amendments thereto, that do not affect the total dollar amount or the term, contingent upon approval by County Counsel and Risk Management; and 3) Further authorize the Director of the Health and Human Services Agency, or designee, to continue to administer Agreement 14-10248 and execute any subsequent documents relating to said Agreement including required fiscal and programmatic reports. There is no Net County Cost associated with this Agreement.  Funding for Supplemental Food Program for Women, Infants, and Children (WIC) services is included in the Agency's FY 2014-15 Recommended Budget and will be included in future budget requests for the term of the Agreement.
 
Background
WIC is federally funded and regulated to provide healthy supplemental food, referral services, and nutrition education for eligible women, infants, and children under the age of five.  The County of El Dorado Health and Human Services Agency has administered the WIC program for both El Dorado and Alpine counties for over thirty years.  
 
Reason for Recommendation
On May 27, 2014, the Health and Human Services Agency submitted an application to the California Department of Public Health for Federal Fiscal Year Supplemental Food Program for Women, Infants, and Children funding signed by the Director of the Health and Human Services Agency as authorized by Board of Supervisors Policy A-6, Grants - Application & Administration.
 
California Department of Public Health Agreement 14-10248 awards $784,874 to the County of El Dorado for provision of WIC program services to eligible residents in El Dorado and Alpine counties during the term of October 1, 2014 through September 30, 2015.  The award and grant agreement are being brought before the Board for acceptance in accordance with Board of Supervisors Policy A-6, Grants - Application & Administration.
 
If the funding is not accepted, HHSA will not be able to provide the supportive nutritional assistance to eligible women, infants, and children under five years of age in El Dorado and Alpine counties.
