Title
Health and Human Services Agency recommending the Board adopt Resolution 150-2014 to:
1) Authorize the Chair to sign retroactive Agreement 14C-1807 and the accompanying Contractor Certification Clauses CCC-307 with the California Department of Community Services and Development in the amount of $72,644 for the provision of U.S. Department of Energy Weatherization Assistance Program services during the term August 1, 2014 through June 30, 2015;
2) Authorize the Chief Administrative Officer, or designee, to execute any future amendments which do not affect the maximum dollar amount or term of the Agreement and contingent upon approval by County Counsel and Risk Management; and
3) Further authorize the Director of the Health and Human Services Agency, or designee, to continue to administer Agreement 14C-1807 and execute any subsequent documents relating to said Agreement including required fiscal and programmatic reports.

Fiscal Impact/Change to Net County Cost
There is no impact to Net County Cost associated with this Agreement. Funding for U.S. Department of Energy (DOE) Weatherization Assistance Program services is included in the Agency's FY 2014-15 Recommended Budget.
Background
The DOE Weatherization Assistance Program is a federally funded program that assists low-income households with offsetting their energy costs by installing energy saving measures in their homes. The County of El Dorado has received this DOE grant allocation since the early 1980s.
Reason for Recommendation
Contract 14C-1807 allocates $72,644 for provision of DOE Weatherization services during the period August 1, 2014 through June 30, 2015. This federal funding augments other grant funding received for provision of Weatherization services to eligible residents of El Dorado and Alpine counties for long-range utility cost savings and energy conservation. If the funding is not accepted, fewer homes of low income residents in El Dorado and Alpine counties would receive energy saving improvements.
Upon execution, the agreement is retroactive to August 1, 2014. It was received from the California Department of Community Services and Development on August 12, 2014, and processing was expedited.
