Title: Sheriff’s Office recommending the Board approve and authorize the Chair to sign a Cooperative Service Agreement with the El Dorado County Fire Protection District for medical support for the El Dorado Sheriff’s Office (EDSO) Special Weapons And Tactics (SWAT) Team by providing Tactical Medics (TM) who are paramedics specially trained and qualified to provide medical support to the EDSO SWAT Team during call-outs/missions and training. This Cooperative Service Agreement will become effective upon full execution by the parties hereto, and will remain in effect for one year after execution, and renewed annually at the election of the parties. The cost for Fire Protection District TMs is $26.03 per hour and $39.04 overtime rate per hour. The annual cost of this Agreement is estimated to be $4,000. FUNDING: General Fund.

Approval of this request will not result in any changes to Net County Cost.  All necessary costs are included in the Fiscal Year 2014/15 Budget.
 
Background
Recognizing the dangerous conditions and potential for injury during tactical law enforcement deployments and trainings, the EDSO and the El Dorado County Fire Protection District have jointly developed an Agreement to provide necessary personnel for on-scene medical care.  The Fire Protection District employs full-time TMs who are trained to provide medical support in the field. These TMs will remain employed by the Fire Protection District and be compensated for their participation as needed by the EDSO.
 
This Agreement sets forth the roles and responsibilities of the parties and establishes the guidelines to be followed for the use of the TMs by the County.
 
Reason for Recommendation
Approval of this Agreement will permit the EDSO to have trained paramedics assisting the SWAT Team as needed at a reasonable hourly cost without the cost of benefits provided to full-time County employees.
 
Clerk of the Board Follow Up Actions
The Board Chair will sign three originals, and the Board Clerk to return two originals to Sheriff's Office for distribution to the Fire Protection District.
