Background
California Welfare and Institutions Code Section 5604 requires all counties establish a mental health advisory board or commission.  The County of El  Dorado Board of Supervisors established the El Dorado County Mental Health Commission (MHC) and adopted Bylaws for the MHC through previous actions on May 11, 1993 and February 29, 2000.
 
The current Bylaws for the MHC reference the California Department of Mental Health.  California Senate Bill 1009 (2011/12) amended the California Welfare and Institutions Code Section 5604 to replace reference to the "California Department of Mental Health" with reference to the "California Department of Health Care Service."  The MHC determined a need to review its Bylaws to ensure compliance with current State law and Commission operations.  The MHC formed an ad hoc committee to review and propose revisions to the Bylaws, and to report back to the full MHC.  
 
Reason for Recommendation
On August 27, 2014, the MHC approved the revised Bylaws for submittal to the Board for adoption.

Clerk of the Board to provide the Health and Human Services Agency, Mental Health Division, with one (1) copy of the fully executed Resolution.
