There is no Net County Cost associated with this Agenda item.  Total funding for this revenue generating Agreement is $35,072.  Funding from this grant was anticipated and included in the fiscal year (FY) 2014-15 budget.
 
Background
PATH is a federal formula grant to the 50 States,  the District of Columbia, Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands through of the Substance Abuse and Mental Health Services Administration (SAMHSA), which is one of eight Public Health Service agencies within the U.S. Department of Health and Human Services. The PATH Program was authorized by the Stewart B. McKinney Homeless Assistance Amendments Act of 1990 and is administered by the Center for Mental Health Services (CMHS). PATH services are for individuals with serious mental illness, including those with co-occurring substance use disorders, who are experiencing homelessness or at risk of becoming homeless.  PATH services include community-based outreach, mental health, substance abuse, case management, and other support services, as well as a limited set of housing services (no more than 20% of PATH funds may be used for housing assistance).  
 
The Health and Human Services Agency, Mental Health Division, (HHSA) has applied for and received an allocation of the PATH grant funds awarded to the California Department of Health Care Services (DHCS) for mental health services for many years.  In order to continue in the provision of PATH-related outreach services in FY 14-15, HHSA applied for the PATH program allocation in an amount of $34,834, which includes a mandatory match of $1.00 for each $3.00 of PATH funding.
 
The initial PATH application was submitted to DHCS on May 16, 2014 and the State letter of acceptance was received by HHSA on September 22, 2014.  Immediately thereafter DHCS announced that there had been changes to the PATH grant resulting in an increase to California's PATH award for State Fiscal Year 2014-15.  HHSA was instructed to revise its Intended Use Plans and budgets as appropriate to indicate its intended use of the increase in funding, with the Initial Allocation Worksheet to be signed by the Mental Health Director and returned to DHCS no later than October 31, 2014.
 
The FY 2014/15 PATH allocation will be subcontracted to a community-based organization through the County competitive procurement process (Request for Proposals [RFP]), for outreach, case management, benefit applications, training, linkage to services and housing assistance.  The RFP will be issued to identify a provider of these PATH services Countywide and may include a request for Contractor to contribute towards the County match.
 
Reason for Recommendation
Approval of this PATH grant application and acceptance of awarded funds will allow for continued support of programs to address the needs of individuals/families who are homeless or soon to be homeless and who have a mental health issue (or a mental health issue and a substance abuse issue) access and receive necessary services.
 
Failure to approve the above actions will decrease the funds required to provide assistance to individuals/families who are homeless or soon to be homeless and who have a mental health issue or a mental health issue and a substance abuse issue.
