Fiscal Impact/Change to Net County Cost
Funding for the U.S. 50/Missouri Flat Road Interchange Improvements - Phase 1B Project (Project) includes $27,506,000 in State Transportation Improvement Program regional grant funds, $2,950,000 in State Highway Operations and Protection Program state operation funds, $5,174,000 in American Recovery and Reinvestment Act federal grant funds, $570,000 in Transportation and Community and System Preservation federal grant funds, $1,526,000 in Congestion Mitigation and Air Quality (CMAQ) regional grant funds and $4,126,000 in Missouri Flat Master Circulation and Funding Plan (MC&FP) local funds.  The terms of the Agreement are consistent with the implementation plan that the Community Development Agency, Transportation Division (Transportation) has included in the budget for the Project.  There is no fiscal impact or change to Net County Cost.
 
Background
On June 30, 2009, the Board approved Cooperative District Agreement 03-0387 with the California Department of Transportation (Caltrans) for the Project.  The Caltrans Cooperative Agreement defines the responsibilities, terms and conditions by which Caltrans and County of El Dorado (County) will jointly construct the Project located on U.S. Highway 50.  The Project includes the addition of auxiliary lanes to U.S. 50 from Missouri Flat Road to the Placerville Drive/Forni Road interchange; widening of U.S. 50 bridges over Weber Creek; improve the Missouri Flat Road eastbound U.S. 50 on-ramp; reconfigure and improve the Missouri Flat Road westbound U.S. 50 on-ramp and off-ramp; seismic retrofit and rehabilitate decks on U.S. 50 bridges over Weber Creek and the addition of a bicycle/pedestrian facility between Missouri Flat Road and Forni Road.
 
The County is the lead agency on the Project and will be responsible for the construction administration, inspection, surveying, and materials testing.  Caltrans will provide, at no cost to the County, quality assurance and cooperation in timely processing, and approval of submittals for the Project. The Phase 1B Project construction is now complete and in the process of closing out the construction contract.  The Phase 1B.2 Project will go to construction in the near future to complete of the remaining section of the bicycle/pedestrian facility near Forni Road.
 
In accordance with the Feasibility Analysis, Transportation is not required to notify an employees' association regarding this Agreement.
 
Reason for Recommendation
Transportation is seeking approval of Amendment No. 1 Restatement and Affirmation to the Cooperative Agreement with Caltrans for the Project because it was not completed prior to the termination date.  This Project is a critical component of the MC&FP and is important to the County in relieving existing traffic congestion, facilitating economic development, and improving environmental conditions.
 
Clerk of the Board Follow Up Actions
1) The Clerk will obtain the Chair's signature on three (3) originals of the Amendment No. 1 Restatement and Affirmation to Agreement (Caltrans District Agreement 03-0387 A1).
2) The Clerk will forward the three (3) partially executed originals to Transportation for final processing.
3) Upon receipt, Transportation will forward one (1) fully executed original Amendment No. 1 to the Board for its files.
