Background
The Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program, funded by the Federal Transit Administration, is a program designed to improve mobility for seniors and individuals with disabilities throughout the country by removing barriers to transportation services and expanding the transportation mobility options available.  Eligible projects include those that are planned, designed, and carried out to meet the special needs of seniors and individuals with disabilities when public transportation is insufficient, inappropriate, or unavailable.  Funding may also be used for public transportation projects that exceed the requirements of the Americans with Disabilities Act of 1990, as amended, that improve access to fixed-route service and decrease reliance by individuals with disabilities on complementary paratransit and for alternatives to public transportation that assist seniors and individuals with disabilities.
 
The Tahoe Transportation District (TTD) plans to submit two applications for Caltrans Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program funding for the continuation of its mobility management program and to support specialized transportation services in the South Lake Tahoe area, which helps to coordinate transportation throughout that region.  The TTD Mobility Manager connects community groups and transportation providers, improves public awareness of programs and services, collaborates with health and social service groups including the Health and Human Services Agency to understand client needs, provides community outreach (travel training and transit orientation), and assists in improving effectiveness, efficiency, and quality of travel services.
 
The proposed specialized transportation service will assist South Lake Tahoe area seniors and individuals with disabilities in accessing services and resources in Sacramento, Reno, Placerville, and other areas of western El Dorado County such as specialty medical and dental appointments or other services not available in South Lake Tahoe.
 
Reason for Recommendation
Tahoe Transportation District has requested letters of support from the Health and Human Services Agency to include with their grant applications for Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities funding.
