Title: Health and Human Services Agency, Mental Health Division, recommending the Board consider the following: 1) Approve and authorize the Chair to sign Agreement for Services 664-F1411 with Sutter-Yuba Mental Health Services, which is a revenue agreement for services rendered, for the provision of inpatient mental health services, for the term November 13, 2013 through January 13, 2014, with a maximum contractual obligation of $2,600; and 2) Authorize the Chief Administrative Officer, or their designee, to execute further documents relating to Agreement for Services 664-F1411, including amendments which do not increase the maximum dollar amount or term of the Agreement and contingent upon approval by County Counsel and Risk Management. There is no Net County Cost associated with this revenue-generating Agreement. This is a one-time Agreement for Services.

Background
The County of El Dorado operates a Psychiatric Health Facility (PHF) that provides services in accordance with Title 9, California Code of Regulations Section 1810.236 - 1810.237. These services are short-term (averaging 72 hours, up to 30 days) inpatient mental health services primarily provided for those persons who meet the criteria of Welfare and Institutions Code Section 5150.

Sutter-Yuba Mental Health Services operates a PHF for Sutter and Yuba County residents; however, this client was admitted on two separate occasions to the El Dorado County (EDC) PHF. At the time of admission, the Client’s Medi-Cal information did not designate a county of origin in the Medi-Cal eligibility system. The Client was in EDC at the time services were required and was admitted to EDC PHF based on need for services on November 13, 2013 through November 18, 2013, and again January 10, 2014 through January 13, 2014, for a total of eight (8) days.
