Fiscal Impact/Change to Net County Cost
The proposed action is a budgeted activity in the 2014 Capital Improvement Program, Bucks Bar Road at the North Fork Cosumnes River - Bridge Replacement Project CIP No. 77116.  There is no change to Net County Cost.
 
Background
The Bucks Bar Road at the North Fork Cosumnes River - Bridge Replacement Project (Project) is located on Bucks Bar Road approximately 1.2 miles north of Mount Aukum Road.  Bucks Bar Road is a two-lane rural major collector connecting Pleasant Valley Road with Mount Aukum Road near the community of Somerset.  The average daily traffic on the bridge is approximately 4,200 vehicles per day, as counted in May 2007.
 
Built in 1946, the existing bridge consists of a reinforced concrete deck slab supported by a reinforced concrete arch.  The current width only accommodates a single lane so southbound vehicles are required to yield to northbound travelers until the bridge is clear.  The bridge is no longer adequate for the traffic it serves and is considered deficient by the Federal Highway Administration.  This was indicated during a bridge inspection completed by Caltrans in 2001 and repeated again in the most recent inspection report in 2014. which found that the bridge was functionally obsolete due to its narrow roadway width.  The Project includes replacement of the existing bridge in addition to widening and minor realignment of Bucks Bar Road at the bridge approaches.
 
The County's environmental consultant, Sycamore Environmental Consultants, Inc., is currently in the process of preparing the environmental reports.  This Project was adopted by the Board of Supervisors into the Capital Improvement Program in February 2008.
 
Reason for Recommendation
The County will need to purchase easements and fee title right of way from adjacent parcel owners for the Project.  In order for the Transportation Division (Division) to research title records and prepare for negotiations with the subject parcel owners, the Division is requesting authorization from the Board to proceed with the acquisition process by the ordering and payment of title reports and certified appraisals for the land rights to be acquired.  Appraisals will not be ordered until the environmental document is certified.
 
Division Actions following Board Approval
Transportation will proceed with the acquisition process for the subject parcels referenced herein, including ordering and payment of title reports and certified appraisals for the portions of the subject parcels necessary to construct the Project.
