There is no change to Net County Cost associated with this Agreement. Sufficient appropriations were included in the Fiscal Year 2014/15 budget.

Background
On February 1, 2005, the County of El Dorado Board of Supervisors approved perpetual Agreement for Services 478-S0411 with CompuTrust Software Corporation for the provision of a proprietary client data management software system for the County of El Dorado’s Health and Human Services Agency’s (HHSA) Public Guardian program. On July 22, 2008, the Board of Supervisors approved Amendment 1 to Agreement for Services 478-S0411, which increased the number of users. On May 5, 2010, the Board of Supervisors approved Amendment 2 to Agreement for Services 478-S0411, which increased the number of users and provided for a conversion of the software to enable HHSA’s Adult Protective Services to utilize the case management functions of the software. Also in 2010, CompuTrust was expected to convert from a stand-alone system, which required installation of the computer application to be installed and accessed at individual workstations, to a web-based system to provide for better case management function and reporting.

In 2012, HHSA received notification from CompuTrust indicating that they were uncertain when they would be able to convert to the web-based system. Consequently, HHSA began exploring alternative software solutions that would allow a web-based system and identified Panoramic Software Corporation.
