The total easement acquisition cost is $4,400.00.  Funding for the acquisition of easements was provided through the allocation of Transient Occupancy Tax Funds.
 
Background
Mercy Housing constructed a multi-family housing development along Sunset Lane on Assessor's Parcel Number (APN) 090-430-62-100.  Construction is complete and the housing is now occupied; however, the developer needs to satisfy Conditions of Approval for the project.  The condition for Becken Lane includes dedication of half width road right of way and a public services easement to El Dorado County (County) which will provide required secondary access for residents and guests of Sunset Lane - Trailside Terrace apartments, surrounding homes, and businesses.
 
The County is acquiring the necessary land rights for the other half road width, including a Road and Public Utilities Easement of 10,959 square feet and a Temporary Construction Easement of 367 square feet to accomodate construction of the Becken Lane improvements.  The easements cross a portion of APN 090-430-23 and will be a benefit to the public and public safety by providing secondary vehicular, fire, and public utilities access.  Construction of the roadway improvements are anticipated to begin in the winter of 2014-2015 and be completed in spring 2015.
 
Reason for Recommendation
Payment has been delivered to, and a fully executed Easement Agreement received from, Pacific Gas and Electric Company on November 5, 2014.  The Board's approval and Board Chair's signature on the Certificate of Acceptance is necessary before staff can proceed with recordation of the easements acquired.
 
Clerk of the Board Follow Up Actions
1) The Clerk of the Board will obtain the Chair's signature on the Certificates of Acceptance for the Easement Agreement.
2) The Clerk of the Board will return all fully executed original documents to Transportation for final processing.
