Fiscal Impact/Change to Net County Cost: Compensation associated with this request shall be paid out of the General Fund Contingency to service providers mentioned below for a total of $35,889.
 
 
Background: The current agreement between the County and CFMG, which designates CFMG as the administrator of healthcare needs for County inmates, holds CFMG liable for inpatient care up to $15,000 per person per episode.  However, there were several incidences where the cost for emergency and specialty inpatient care exceeded that amount.  Those occurrences required services which were provided by a number of medical professionals and facilities listed below:

El Dorado County Ambulance Service
Rosewood Terrace Nursing Facility
Sutter Memorial Hospital
Stephen Cyphers, M.D.
 
There is currently another inmate in hospital whose care will most likely exceed the $15,000 mark. Given the number of inmates during the past year whose care exceeds $15,000, the Department is working with Risk Management to identify possible insurance coverage for inmate care.   
 
Reason for Recommendation: The current agreement with CFMG does not account for contingencies such as this.  As a result, CFMG temporarily shouldered some of the cost of these emergency services while the providers, mentioned above, billed the County at a discounted rate.  The County is obligated to cover these expenses.  Therefore, the Department recommends the Board authorize the reimbursement to CFMG and payment of the related outstanding invoices.
 
Action to be taken following Board approval: Board Chairman to sign attached budget transfer moving funds from the General Fund Contingency; Department to reimburse CFMG and submit payment to emergency and specialty service providers.
