Fiscal Impact/Change to Net County Cost: The will be no change to net county cost. If awarded this grant will provide revenue of approximately $30,000 to offset expenditures. A budget transfer will be brought back to the Board when the grant is awarded.

Background: Justice Assistance Grants are a funding source that blends the previous Edward Byrne Formula and Local Law Enforcement Block Grant Programs (LLEBG) to provide agencies with the flexibility to prioritize and place justice funds where they are needed most. Funds must be used to supplement existing funds and cannot replace, or supplant, nonfederal funds appropriated for the same purpose.

In FY 2006-07 the County successfully applied for the 2006 Juvenile Assistance Grant in the amount of $18,046. This grant was used by the District Attorney's office to purchase and install the d'Tective Forensic Computer System.

Reason for Recommendation: The Chief Administrative Office has met with staff from the Sheriff's Department, District Attorney and Probation to determine how best to utilize these grant funds. The committee has determined that funds from the 2007 grant, if awarded, would be best utilized in a cooperative effort by the District Attorney, Sheriff and Probation to establish an Outstanding Warrant & Apprehension Team whose task will be to locate and apprehend outstanding warrant offenders.
