Health Services Department, Mental Health Division, recommending Chairman be authorized to sign non-financial Memorandum of Understanding 834-M0810 with Rescue Union School District for a term effective upon execution through June 30, 2012 to address the provision of mandated school-based mental health services.

Fiscal Impact/Change to Net County Cost:
There is no compensation between the parties to this Agreement and no impact to Net County Cost.
Reason for Recommendation:
The Health Services Department's Mental Health Division (MHD) is required to provide mental health services that are identified in student Individual Education Plans (IEPs). The proposed Agreement with the Rescue Union School District addresses the arrangements for the provision of such services, including therapist qualification and clearance, coordination of services, ownership and confidentiality of records, etc. In addition, the District is agreeing to provide facility space at affected school sites as needed by the MHD therapists to conduct counseling sessions and other meetings associated with IEPs.
Mental Health Division (MHD) services referenced in this Agreement will be directly billed by MHD to a variety of revenue sources, including: Medi-Cal, EPSDT, SB 163 and AB 3632, based upon the eligibility of the client and the services required by the student's Individual Education Plan (IEP).
This agreement covers the period from date of execution through June 30, 2012.
Action to be taken following Board approval:
1. Chairman to sign two (2) original Agreements.
2. Board Clerk's Office to return one (1) original Agreement to the Health Services Department, Mental Health Division.
3. Mental Health Division to distribute as appropriate.
