Fiscal Impact/Change to Net County Cost
Estimated reduction of Information Technologies FY 2014-15 General Fund budget by $102,430.  Sufficient appropriations were included in the Health and Human Services Agency fiscal year (FY) 2014-15 budget for this additional position, and will be included in future budgets as appropriate.  State and Federal funding will be used to fund this position with no impact to the Net County Cost.
 
Background
On September 24, 2013, the Board of Supervisors approved Resolution 148-2013, resulting in the elimination of four (4) full-time equivalent (FTE) personnel allocations in the Health and Human Services Agency; these four (4) FTE had been budgeted in the Information Technologies 2013-14 budget, thereby re-allocating existing personnel to the Information Technologies Department.
 
Health and Human Services Agency (HHSA) and Information Technologies Department (IT) now recommend the deletion of 1.0 FTE Systems Support Specialist I/II from the IT personnel allocation, and the addition of 1.0 FTE Information Systems Coordinator to the HHSA personnel allocation.  The deletion of the 1.0 FTE Systems Support Specialist in the Information Technologies personnel allocation will result in reduction of  General Fund expenditure, whereas the addition of the 1.0 FTE Information Systems Coordinator to the HHSA personnel allocation will be funded via Federal and State funding.  Responsibilities for the Information Systems Coordinator are not purely IT functions, and are primarily to support the Social Workers in the Child Welfare Services (CWS) system, thereby relieving social workers to focus on direct social worker activities.  
 
In addition, IT is currently experiencing a number of vacancies of existing staffing, and the transition of this 1.0 FTE will allow existing IT staff to focus on  IT projects of greater complexity than  required to support the CWS system in HHSA Social Services.
 
Reason for Recommendation
Approval of the Resolution will reduce demand on IT resources, and will eliminate General Fund expenditures by $102,430, and allow HHSA to continue to support Social Workers using the CWS system, while using available State/Federal funding.

Provide one (1) certified Resolution to Information Technologies Department, and one (1) certified Resolution to Health and Human Services Agency.
