Reason for Recommendation  
On November 6, 2012, the Board of Supervisors authorized the Purchasing Agent to utilize the State of California's competitively bid Contract No. 1-12-23-14 to purchase 9 Sheriff patrol vehicles. In addition, the Board authorized the Purchasing Agent to issue additional purchase orders for the same vehicles through the state contract's expiration date of May 24, 2014, or any date through which the contract may be extended.
 
Staff has determined that the authority to make additional purchases without a fixed expiration date is excessive and not necessary. It is recommended that the Board rescind this authority. Procurement and Contracts issues a competitive bid annually for the purchase of fleet vehicles, including patrol vehicles. If it is determined after the bid process in any given year that utilization of a state contract is more beneficial to the County, the proposed purchase will be brought to the Board for consideration.
