There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the Fiscal Year (FY) 2014-15 budget, and will be included in future budgets for the term of the Agreement.
 
Background
The Health and Human Services Agency (HHSA) Child Protective Services (CPS) program staff strive to ensure safe, permanent, and nurturing families for children by protecting children from abuse and neglect, while attempting to preserve the family unit.  CPS accomplishes this goal by evaluating the services necessary to support families.  Further, Welfare and Institutions Code 16501 et seq., encourages HHSA's CPS staff to provide counseling and substance abuse services that promote reunification of children and families in the CPS program.  Therefore, specific and specialized services are selected by CPS staff to assist individuals to overcome obstacles with the goal of improving client quality of life.   
 
Since the Board of Supervisors initial approval of Agreement for Services 555-S1311 with Tahoe Turning Point, Inc., 108 families have received services from Tahoe Turning Point, Inc.
 
The services provided by Tahoe Turning Point, Inc. continue to be a successful tool in supporting HHSA CPS staff in ensuring clients receive appropriate services.  Tahoe Turning Point, Inc. provides therapeutic counseling, substance abuse services, and Independent Living Program services.  All services shall be provided on an "as requested" basis to deliver necessary, and in some cases, court-mandated services.
 
Reason for Recommendation
HHSA's CPS staff refer clients to therapeutic counseling and specialized substance abuse treatment programs in an effort to promote family reunification and family preservation.  Due to a higher than anticipated need and utilization of therapeutic counseling and substance abuse services in the Tahoe Basin, it is necessary to increase the maximum not-to-exceed compensation by $175,000 for a maximum contractual obligation of $500,000.
 
Failure to approve Amendment 1 to Agreement for Services 555-S1311 will result in an increased difficulty in meeting community needs, while limiting HHSA's ability to refer clients to court-mandated services.
