There is no Net County Cost associated with this agenda item.  Sufficient appropriations were included in the Fiscal Year (FY) 2014-15 budget, and will be included in future budgets for the term of the Agreement.
 
Background
On August 26, 2014, the Board of Supervisors adopted and authorized implementation of the Mental Health Services Act (MHSA) Plan Three-Year Plan Update (File ID 14-0806).  Included in the approved FY 2014-15 MHSA Plan Update is the "Youth and Children's Services" program under the Prevention and Early Intervention (PEI) component and includes the "Parenting Skills" project.  This project was previously referred to as the "Incredible Years" project in the FY 2013-14 MHSA Plan, and the contract to provide those services was awarded to New Morning Youth and Family Services, Inc. through Request for Proposal (RFP) 14-952-013.  The FY 2014-15 MHSA Plan expanded the scope of services to include other parenting skills classes beyond Incredible Years.  The FY 2014-15 MHSA Plan permits continuation of contracting with New Morning Youth and Family Services, Inc., under RFP 14-952-013, for the expanded parenting skills services.  
 
Parenting skills classes focus on strengthening parent-child interactions and relationships and fostering the parents' ability to promote children's social, emotional, and language development.  Additionally PEI programs strive to reduce the stigma associated with either being diagnosed with a mental illness or with seeking mental health services, as well as reduce discrimination against people with mental illness.
 
Due to the expansion of additional parenting skills programs in the FY 2014-15 MHSA Plan, Agreement for Services 382-S1511 with New Morning Youth and Family Services, Inc. for provision of parenting skills classes replaces Agreement for Services 383-S1410 with New Morning Youth and Family Services, Inc. for provision of the Incredible Years classes.  Therefore, Agreement for Services 383-1410 will terminate upon execution of Agreement for Services 382-S1511.
 
Reason for Recommendation
MHSA mandates that stakeholders are to be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations.  During the community planning process, one of the unmet needs identified by the public was providing linkage for children and their families to resources necessary to improve parent-child interactions and relationships.  To address those needs, the Parenting Skills project was incorporated into the MHSA Plan under the PEI component.
 
Failure to approve Agreement for Services 382-S1511 with New Morning Youth and Family Services, Inc., will result in HHSA's failure to comply with the MHSA Plan as developed in coordination with public input and as approved by the Board of Supervisors.

2. Clerk of the Board to forward one (1) fully executed Agreement to HHSA at 3057 Briw Road.
