There is no Net County Cost associated with this agenda item.  Sufficient appropriations were included in the Fiscal Year 2014-15 budget and will be included in future budgets for the term of the Agreement.
 
Background
California Psychiatric Transitions, Inc. (CPT) is a 24/7 mental health rehabilitation center (MHRC) located in San Joaquin County that provides residential psychiatric treatment for adults, offers service for multiple acuity levels, and provides an alternative to State hospital placements for individuals who meet the eligibility criteria established by CPT.  CPT also operates a facility that addresses the needs and concerns for individuals who have been court-ordered to a diversion program or have committed felonies /misdemeanors and are currently unable to stand trial (i.e., Incompetent to Stand Trial per Penal Code Section1370).  The focus of CPT is to address and correct disruptive behavior(s), minimize the occurrences, and continue a client's treatment once ownership of their behavior has been achieved.
 
On June 26, 2012, the Board of Supervisors approved Agenda Item 17, thereby approving Agreement 395-S1211 with CPT for the provision of long-term residential treatment for mentally ill adults with a term of May 10, 2012 through March 31, 2014 with a maximum obligation of $250,000.  On December 17, 2013, the Board of Supervisors approved Agenda Item 37, thereby approving Amendment 1 to Agreement 395-S1211 with CPT extending the term from May 20, 2012 through March 31, 2015 and increasing the maximum obligation by $520,000 to a total of $770,000.  Amendment 1 incorrectly stated the term start date of May 20, 2012, which has been corrected to May 10, 2012 in Amendment 2.
 
Reason for Recommendation
HHSA continues to experience a higher than anticipated need for adult residential treatment services at the level of acuity available through CPT, many of whom have been ordered by the Court to receive the level of treatment provided by CPT.  Amendment 2 to Agreement 395-S1211 ensures continuing availability of ongoing services as well as continuity of care for those clients currently placed at CPT.  Failure to execute this Amendment will result in the inability of HHSA to meet the services demands of the community, comply with Court orders, as well as disrup the service plans of clients already receiving residential services from this vendor.
