1) Authorize the purchase of one new 2015 Ford F-150, four wheel drive truck from Downtown Ford Sales of Sacramento, CA; and
2) Authorize the Purchasing Agent to issue a purchase order in the amount of $29,401.00 plus all required taxes and fees (estimated not to exceed $3,000) following Board approval.

Background
In December, 2014, the Chief Administrative Office, Procurement and Contracts, on behalf of the Community Development Agency, Transportation Division, Fleet Unit (Fleet), issued Bid #15-070-022, for the purchase of New Fleet Vehicles. On February 3, 2015 (Legistar # 15-0029), upon recommendation by the Chief Administrative Office, Procurement and Contracts, your Board awarded this bid to multiple low qualified bidders for various new Fleet vehicles.
Community Development Agency, Environmental Management Division, Vector Control Unit (EMD) is requesting to purchase one new 2015 Ford F150, four wheel drive, crew cab, four door pick-up to replace a 1995 Chevy, three-quarter ton, four wheel drive truck, identified as vehicle #99-363, (Truck). This Truck was determined to be unsafe for staff to drive due to numerous mechanical failures along with high ending mileage just under 100,000. In June of 2014, the Truck was returned to Fleet to surplus along with other Fleet vehicles that have reached the end of their useful life.
In accordance with Purchasing Policy C-17, 5.6.7, Additional Purchases Made After Initial Bid, "Following a bid award, the Purchasing Agent may dispense with separate bidding for additional purchases of the same item(s), from the successful bidder(s) within a twelve-month period from the initial purchase date provided that the vendor agrees to provide the item(s) at the same price and under the same terms and conditions as the previous award. Notwithstanding this bidding exception, where the cumulative total of the first purchase and any subsequent purchases exceed $100,000, Board of Supervisors' approval is required." This additional purchase will exceed the cumulative total of over $100,000.
Reason for Recommendation
EMD's South Lake Tahoe Unit needs to purchase a new truck for staff to perform their job duties relating to mosquito surveillance and control activities. This type of work requires hauling various types of equipment and pesticides while often driving through remote locations. Without this new truck, the EMD staff could not perform their work duties that are critical for controlling and lowering the population of mosquitoes, thereby reducing the risk of disease that can be transmitted from mosquitoes to humans.
Your Board is being asked to approve the purchase of one additional vehicle for EMD from Bid #15-070-022, Bid Vehicle B, Ford F-150 truck, four wheel drive, crew cab, four-door (Attachment A), and authorize the Purchasing Agent to issue a purchase order in the amount of $29,401 plus all additional taxes and fees.
