DEPARTMENT RECOMMENDATION
This Amendment I is being requested to increase compensation in the contract covering the period that ended on October 31, 2014 to pay outstanding invoices totaling $43,750 dating back to May 2014 due to insufficient funds arising from a recent high volume of forensic cases. Additionally, clauses (notice to parties, change of address, and audit by CA State Auditor, and Taxes) that were not in effect when initially signed are being added to update Agreement #277-S1311.
DISCUSSION / BACKGROUND
National Medical Services Inc. has been providing selected forensic analyses and toxicology services for the El Dorado County Sheriff's Office, Coroner's Division since 2002. The initial compensation rate set at $85,000 was exceeded in May 2014. Outstanding invoices dating back to May 2014 cannot be paid since there is insufficient funds in the contract due to an increase in the Sheriff's Office forensic caseload.
Delays in getting this item to the Board were experienced due to issues with the corporation's business registration in the California Secretary of State system and gathering the proper insurance documents.

CAO RECOMMENDATION
This retroactive agreement is needed in order to pay invoices dating back to May 2014. This item should be heard with agenda item 15-0394 which is for a new agreement 249-S1511 with National Medical Services, Inc. for a term November 1, 2014 to October 31, 2016.
