Background
The River Management Plan (RMP) requires an Annual Report in order to ensure the RMP is accomplishing its goals. This report went to the Planning Commission and was approved on March 26, 2015. The Planning Commission considers whether or not the plan is being implemented as prescribed and they can make recommendations for changes. The RMP identifies important issues for annual review including: the results of river use monitoring; the effectiveness of the carrying capacity system; the compliance by Special Use Permit holders with their permit conditions; and the completeness of the CEQA mandated mitigation monitoring plan. The RMP also stresses the importance of community input in the report. The annual report fulfills these aspects by compiling the results of the County’s monitoring programs with feedback from the public, the River Management Advisory Committee (RMAC) and our agency partners on the year’s river operations.

Reason for Recommendation
This presentation provides the Board and public with an overview of the County's River Management Program and the 2014 Annual Report. There have been changes recommended to the RMP over the last few years by the RMAC and those identified in the five year Summary Reports of 2002-2006 and 2007-2011. Upon further review of the plan, it was realized that a more comprehensive update to the RMP was needed along with broader input.
