Clerk of the Board recommending the Board consider the following:
1) Pursuant to Elections Code Section 10404, adopt Resolution 062-2015 approving the consolidation of the El Dorado Irrigation District's (EID) elections of their members of the Board of Director's (currently held in odd-numbered years) with the statewide general elections held in even-numbered years; and
2) Receive and file a report from the Registar of Voters on the cost-effectiveness of the proposed action by EID.

DEPARTMENT RECOMMENDATION
The Clerk of the Board is recomending this item be approved as there is no direct impact to the county as a result of EID consolidating their Board of Directors elections to be held in even numbered years to coincide with statewide general elections.
 
DISCUSSION / BACKGROUND
Resolution No. 2015-007 from the EI Dorado Irrigation District Board of Directors was adopted by EID on February 9, 2015 to consolidate the District's elections (currently held in odd numbered years) with the statewide general elections held in even-numbered years. This resolution is authorized by and was adopted pursuant to Elections Code Section 10404. Before it can become effective, however, it must be approved by the Board of Supervisors in each county in which the District is located.  The Clerk of the Board received the materials related to this matter on February 23, 2015.
 
Pursuant to subdivision (c) of Elections Code Section 10404, the Board of Supervisors is to notify all districts located in the County of its receipt of this resolution, and request their input on the effect of consolidation.   Notification letters were sent to all districts on February 27, 2015 and as of March 23, 2015, one response was received from the Grizzly Flats Community Services District (attached).  Responses will be added to this agenda file as they are received up to the date of action by the Board.
 
Pursuant to subdivision (d) of Elections Code Section 10404, the elections official shall prepare and transmit to the board of supervisors an impact analysis of the proposed consolidation.
 
Pursuant to subdivision (e) of Elections Code Section 10404, the Board of Supervisors is to approve the District's resolution within 60 days of submission (to the Clerk of the Board), unless the Board of Supervisors finds that the ballot style, voting equipment, or computer capacity is such that additional elections or materials cannot be handled.
 
ALTERNATIVES
Per Elections Code Section 10404 subdivision (e), the Board may chose not to approve of EID's effort to consolidate their election of Board Director if the Board of Supervisors finds that the ballot style, voting equipment or computer capacity is such that additional elections or materials cannot be handled.

CAO RECOMMENDATION
Adopt Resolution 062-2015 approving the consolidation of the El Dorado Irrigation District's elections of their members of the Board of Director's (currently held in odd-numbered years) with the statewide general elections held in even-numbered years.
 
FINANCIAL IMPACT
The addition of more races to the general election will increase the overall cost of the election, however, all entities going to election pay their pro-rata share of the election costs. The department believes that any increase in cost will be negligible and likely outweighed by the savings of removing EID from the odd-year UDEL election.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
The Clerk of the Board shall transmit one (1) copy of the fully executed Resolution and one (1) original Minute Order to the El Dorado Irrigation District to the attention of Tom Cumpston, EID General Counsel at
2890 Mosquito Road, Placerville, CA  95667.
