DEPARTMENT RECOMMENDATION:
The County may need to purchase Temporary Construction Easements, Permanent Easements, or Fee title from the above listed parcels for the project.  In order for the Transportation Division (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the acquisition process by the ordering and payment of title reports and certified appraisals for the land rights to be acquired.
 
DISCUSSION / BACKGROUND:
The County is proposing to replace the bridge on Hanks Exchange Road over Squaw Hollow Creek near the community of Pleasant Valley.  The bridge is approximately 0.4 miles south of Pleasant Valley Road. The current bridge was built in 1930 and is a single- span concrete slab design with one 13.5-foot wide lane. According to a 2011 Caltrans bridge inspection report, the bridge qualifies for replacement due to functional obsolescence and deteriorating condition.
 
In 2012, the County received authorization from the Federal Highway Administration to proceed with engineering plans for Hank's Exchange at Squaw Hollow Creek - Bridge Replacement Project (Project).  The Preliminary Environmental Study for this project was approved by Caltrans in 2013.
 
The Project proposes to replace the existing bridge with a new two-lane bridge as well as modify the approaches to the bridge to improve safety and accommodate a wider structure. Construction is estimated to take place in Fiscal Year 2018/19.

CAO RECOMMENDATION:
CAO recommending the Board authorize Transportation to proceed with ordering title reports and certified appraisals to start the acquisition process for the subject parcels.
 
FINANCIAL IMPACT:
The cost for title reports is estimated at $550 per parcel. The total cost of the four title reports is estimated at $2,200.  Funding for title reports associated with the Project is budgeted in the adopted Capital Improvement Program and will be provided by the Federal Highway Administration Highway Bridge Program. This item has no Net County Cost.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
Transportation will proceed with the acquisition process for the subject parcels referenced herein, including ordering and payment of title reports and certified appraisals for the portions of the subject parcels necessary to construct the Project.
