Health and Human Services Agency, Social Services Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 045-S1510 with New Morning Youth and Family Services, Inc. for the provision of therapeutic counseling services for the term July 1, 2014 through June 30, 2017, increasing the maximum contractual obligation by $137,804 from $62,196 to $200,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 045-S1510, including amendments that do not increase the maximum dollar amount or term of the Agreement and contingent upon approval by County Counsel and Risk Management.
FUNDING: Funded with a blend of Federal and State funds (85%) and realignment funding (15%).

DEPARTMENT RECOMMENDATION:
The Health and Human Services Agency (HHSA) Child Protective Services (CPS) staff refers clients to therapeutic counseling services in an effort to promote family reunification and family preservation. As a result of increased need and utilization of therapeutic counseling services, it is necessary to increase the maximum not-to-exceed compensation by $137,804 for a maximum contractual obligation of $200,000.
Failure to approve Amendment 1 to Agreement for Services 045-S1510 will result in an increased difficulty in meeting community needs and will limit HHSA's ability to refer clients to court-mandated services.
DISCUSSION / BACKGROUND:
HHSA CPS program staff strive to ensure safe, permanent, and nurturing families for children by protecting children from abuse and neglect, while attempting to preserve the family unit. CPS accomplishes this goal by evaluating the services necessary to support families. Further, Welfare and Institutions Code 16501 et seq. encourages HHSA's CPS staff to provide counseling and substance abuse services that promote reunification of children and families in the CPS program. Specific and specialized services are selected by CPS staff in an effort to assist individuals to overcome obstacles with the goal of improving client quality of life.
The services provided by New Morning Youth and Family Services, Inc. continue to be a successful tool in supporting HHSA CPS staff in ensuring clients receive appropriate services. All services shall be provided on an "as requested" basis to deliver necessary, and in some cases, court-mandated services.
ALTERNATIVES:
The Board of Supervisors may elect to not approve Amendment 1 to Agreement for Services 045-S1510.

CAO RECOMMENDATION:
It is recommended that this amendment be approved if the Board believes that the services being provided are contributing to positive outcomes for the investment being made.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agreement. Sufficient appropriations were included in the Fiscal Year (FY) 2014 -15 budget, and will be included in future budgets for the term of the Agreement.

1. Clerk of the Board to obtain signature of the Chair on two (2) original Amendment 1 to Agreement for Services 045-S1510.
2. Clerk of the Board to forward one (1) fully executed Agreement to HHSA at 3057 Briw Road.
