DEPARTMENT RECOMMENDATION
The County may need to purchase Temporary Construction Easements, Permanent Easements, or Fee title from the above listed parcels for the Oak Hill Road at Squaw Hollow Creek Bridge Replacement Project (Project).  In order for the Transportation Division (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the acquisition process by ordering and payment of title reports and certified appraisals for the land rights to be acquired.
 
DISCUSSION/BACKGROUND
The County is proposing to replace the bridge on Oak Hill Road over Squaw Hollow Creek near the community of Pleasant Valley. The bridge is approximately 0.6 miles South of Pleasant Valley Road. The current bridge was built in 1945 and is a single- span concrete slab design with one 20-foot wide lane. According to a 2010 Caltrans bridge inspection report, the bridge qualifies for replacement due to functional obsolescence and deteriorating condition.
 
In 2012, the County received authorization from the Federal Highway Administration to proceed with engineering plans for the Project.  The Preliminary Environmental Study for this project was approved by Caltrans in 2013.
 
The Project proposes to replace the existing bridge with a new two-lane bridge as well as modify the approaches to the bridge to improve safety and accommodate a wider structure.  The Project is being funded through the Federal Highway Administration Highway Bridge Program.  Construction is currently anticipated to take place in 2018/19.

FINANCIAL IMPACT
The cost for a title report is estimated at $550.00 per parcel. The total cost for the eight (8) title reports is $4,400.00.  Funding for the acquisition process is budgeted in the Capital Improvement Program and will be provided by the FHA Highway Bridge Program. There is no Net County Cost for this project.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
None.  Transportation will proceed with the acquisition process for the subject parcels referenced herein, including ordering and payment of title reports and certified appraisals for the portions of the subject parcels necessary to construct the Project.
