DEPARTMENT RECOMMENDATION
The County may need to purchase Temporary Construction Easements, Permanent Easements, or Fee title from the above listed parcels for the Greenstone Road at Slate Creek Bridge Replacement Project (Project).  In order for Community Development Agency, Transportation Division (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the acquisition process by the ordering and payment of title reports and certified appraisals for the land rights to be acquired.
 
DISCUSSION/BACKGROUND
The current bridge was built in 1925 (89 years old) and features one 19-foot wide lane.  It is made of a reinforced concrete slab which spans 32-feet over Slate Creek.  The Average Daily Traffic (ADT) count from 2012 was 1,284 vehicles per day (both directions).  The current bridge is considered functionally obsolete due to inadequate lane widths, shoulder widths and its ability to serve the current traffic demand.
 
The Project will serve to replace the current bridge with a new two-lane bridge featuring improved shoulders and approaches.  In April of 2012, the County received FHWA authorization to proceed with Preliminary Engineering for the Project.  The Environmental Document for this project is currently being prepared by the County's environmental consultant.  Construction for this project in anticipated for 2018/19.

CAO recommending moving staff's recommendation as this is an approved CIP project.
 
FINANCIAL IMPACT
The cost for title reports is estimated at $550 per parcel. The total cost for the six title reports is estimated at $3,300.  Funding for Right of Way acquisition is budgeted in the Capital Improvement Program and will be provided by the FHWA Highway Bridge Program.  This project is not funded by the General fund and has no Net County Cost.
