FUNDING: Funding for this project is provided by the Congestion Mitigation and Air Quality Program.  (Federal Funds)

DEPARTMENT RECOMMENDATION
The County may need to purchase Temporary Construction Easements, Permanent Easements, or Fee Title from the above listed parcels for the El Dorado Trail - Missouri Flat Rd. to El Dorado Rd. Project (Project).  In order for the Community Development Agency, Transportation Division (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the acquisition process by the ordering and payment of title reports and certified appraisals for the land rights to be acquired.
 
DISCUSSION/BACKGROUND
The Project will construct a two mile extension of the El Dorado Trail from Missouri Flat Road to El Dorado Road.  This multi-use (bicycle, pedestrian and equestrian) trail may also include construction of a small parking facility at Oriental Road.  Improvements will include constructing paved bicycle trail, minor widening of existing trail sections and drainage improvements.
 
The California Environmental Quality Act Mitigated Negative Declaration was approved by the Board on September 17, 2002 (Item #11).  The National Environmental Policy Act - Categorical Exemption document was approved by the Federal Highway Administration on June 27, 2013.

CAO recommending moving staff's recommendation as this is an approved CIP project.
 
FINANCIAL IMPACT
The cost for title reports is based on $550 per parcel. The total cost for the 11 title reports is $6,050.  Funding for the Right of Way acquisition process is budgeted in the Capital Improvement Program and will be provided by Congestion Mitigation and Air Quality Program (Federal Funds).  This project has no Net County Cost and there is no impact to the General Fund.

Transportation will proceed with the acquisition process for the subject parcels referenced herein, including ordering and payment of title reports and certified appraisals for the portions of the subject parcels necessary to construct the Project.
