DEPARTMENT RECOMMENDATION
Referral to specialized substance abuse treatment programs is a State-mandated regulation for both the Child Protective Services (CPS) and Welfare-to-Work programs.  Currently, the Health and Human Services Agency (HHSA) Social Services Division, contracts with two community based organizations (CBOs) located in Placer County for the provision of substance abuse treatment.  While these two CBOs provide services for those individuals referred to their programs, a majority of these individuals reside in El Dorado County and would be better served by a local CBO.  Therefore, HHSA recommends the Board approve Agreement for Services 417-S1511 with Progress House for the provision of substance abuse treatment services.  Failure to approve Agreement for Services 417-S1511 will result in continued challenges for the County of El Dorado to provide State-mandated substance abuse treatment services for those individuals who would be best served utilizing local services.
 
DISCUSSION / BACKGROUND:
Progress House, Inc. was established in El Dorado County in 1978 as a residential recovery facility for alcoholism.  Since its inception, Progress House has grown to also address treatment of addiction to alcohol and other drugs.  Services include residential and transitional living treatment for men, women, pregnant women, and parenting women, as well as outpatient services.  
 
HHSA contracted with Progress House from 1977 to 2013, at which time HHSA terminated all contracts with Progress House due to operational challenges experienced by Progress House.  Since the termination of all contracts, Progress House has new leadership and has taken proactive steps to address the issues and restructure the operational model.  County may terminate this Agreement in whole or in part upon seven (7) calendar day's written notice by the County without cause.
 
Following the restructure, the HHSA Mental Health Division contracted with Progress House in September 2014, via Agreement for Services 086-S1511 for the provision of alcohol and drug treatment services.  The provision of services under this Agreement have been successful.
 
HHSA's Social Services Division, including the Child Protective Services (CPS) and Employment Services (Welfare-to-Work) programs also serve clients in need of residential living, transitional living, and outpatient drug and alcohol treatment.  Further, Welfare and Institutions Code Section 16501-16508 requires HHSA to provide counseling and substance abuse services that promote reunification of children and families in the CPS program.  Additionally, pursuant to Welfare and Institutions Code Sections 11322.6 and 11325.8, HHSA is required to provide Welfare-to-Work clients with substance abuse treatment services in an effort to remove barriers to obtaining self-sufficiency.  
 
HHSA's Social Services Division currently contracts with two residential living and transitional living substance abuse treatment providers in Placer County.  Transportation to services becomes a unique obstacle when contracting with substance abuse treatment providers outside of El Dorado County.  Additionally, due to an increased need for access to substance abuse treatment services in El Dorado County, HHSA's Social Services Division desires to enter into a contract with Progress House for the provision of drug and alcohol treatment services.
 
ALTERNATIVES:
Currently Progress House is the only CBO in the County that offers both outpatient and residential Alcohol and Other Drug (AOD) treatment services.  The Board of Supervisors could elect to not approve Agreement for Services 417-S1511 requiring clients to receive services outside of El Dorado County.

CAO RECOMMENDATION:
It is recommended that the Board approve this item if it would like to provide outpatient and residential Alcohol and Other Drug treatment services in El Dorado County.  
 
FINANCIAL IMPACT:
There is no Net County Cost associated with this agenda item.  Sufficient appropriations were included in the Fiscal Year 2014-15 budget, and will be included in future budgets for the term of the Agreement.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
1. Clerk of the Board to obtain the Chair's signature on two (2) original Agreements for Services 417-S1511.
2. Clerk of the Board to forward one (1) fully executed Agreement to HHSA at 3057 Briw Road.
