Title
Chief Administrative Office, Procurement and Contracts on behalf of Community Development Agency - Transportation Division - Fleet Unit, recommending the Board consider the following:
1) Award Bid No. 15-070-022, Bid Vehicle "A" for the purchase of nine (9) new 2015 Ford C-Max Energi, Plug-In Hybrids to the low qualified bidder Downtown Ford Sales of Sacramento, CA in the amount of $254,385.00 plus all required taxes and fees (estimated not to exceed $20,000.00);
2) Approve and authorize the Purchasing Agent to sign a purchase order in the amount of $254,385.00 plus all required taxes and fees following Board approval; and
3) Approve and authorize the Chair to sign budget transfer increasing Fixed Asset: Vehicles appropriations and decreasing Fixed Asset: Capitalized Equipment appropriations by $64,000.

Reason for Recommendation
At the request of Community Development Agency - Transportation Division - Fleet Unit, the Procurement and Contracts division issued an Invitation to Bid for new fleet vehicles. The replacement of fleet vehicles is generally determined when the vehicle reaches the targeted mileage standardized by Fleet Management, or replaced due to accidents in which the vehicle could not be repaired. All Vehicle replacements are in accordance with the revised Vehicle Standards approved by the Board of Supervisors on April 4, 2011 (Legislative File #11-0178). Fifteen vehicle types were included in the bid solicitation, fifty-two (52) invitation to bid were mailed, four (4) to local vendors, five (5) responses were received, none from local vendors.
At the time of the last bid award (02/03/2015 #04), Bid Vehicle "A" was not awarded due to pending grant monies trying to be secured by Air Quality Management District (AQMD) and bid award was not allowed prior to the " Drive Clean Buy America" grant approval process. This grant is still pending final approval, but the Community Development Agency - Transportation Division - Fleet Unit needs to order these replacement vehicles prior to the manufacturer's order cutoff date of June 1, 2015 and Procurement and Contracts has been advised that funding is available within the Community Development Agency - Transportation Division - Fleet Unit's budget.
Electric Vehicles are considered zero emission vehicles. Zero Emission Vehicles (ZEV) are vehicles that have no tailpipe emissions, no evaporative emissions, no emissions from gasoline refining or sales and no on-board emission control systems that can deteriorate over time. Electric Vehicles powered by batteries are the only current technology capable of meeting ZEV requirements. With power plant pollution factored in, EV-s are over 90% cleaner than the least-polluting conventional gasoline powered vehicle.
