Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Amendment 3 to Agreement for Services 022-S1310 with EDCA Lifeskills, Inc., for the continued provision of Alcohol and Drug Program prevention, counseling, and treatment services, by extending the term through June 30, 2017 and increasing the not-to-exceed compensation of the Agreement by $265,000 for a maximum obligation of $596,526; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 022-S1310, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommends the County of El Dorado Board of Supervisors approve and authorize the Chair to sign Amendment 3 to Agreement for Services 022-S1310 with EDCA Lifeskills, Inc. HHSA receives funding under an Agreement with the California Department of Health Care Services for the provision of Substance Use Disorder prevention and treatment which mandates HHSA to make substance abuse treatment services available to Medi-Cal beneficiaries through the utilization of Federal and State funds available pursuant to Title XIX and Title XXI of the Social Security Act. The County has neither the facilities nor the staff available to meet the service requirements. Failure to contract with community-based alcohol and drug treatment providers would result in an inability to meet the service demands of the community, as well as an inability to provide the service levels mandated by the funding agreement. HHSA recommends approval of Amendment 3 to allow continued provision of alcohol and drug counseling and treatment services for both existing and future clients.
