DEPARTMENT RECOMMENDATION
County Counsel is recommending the Chair Adopt sign Resolution pursuant to Revenue and Taxation Code section 1603(g) and Government Code section 16.5.
 
DISCUSSION / BACKGROUND
California Government Code section 16.5 provides that properly authenticated electronic signatures on documents that are submitted to a public entity shall have the same legal force and effect of manual signatures. Certain state statutes, including but not limited to Revenue and taxation Code section 1603(g) (providing for the electronic submission of Assessment appeals Board appeal application), require that the Board of Supervisors approve the method of authentication of electronic signatures. The accompanying resolution provides Board of Supervisors approval of the standard authentication techniques for authentication of electronic signatures involving the use of a user identification number or password in compliance with Government Code section 16.5. The recommended Board action will allow County departments to utilize existing technology where appropriate to accept the electronic filing or submission of documents. This will result in increased efficiencies for County departments and greater convenience for members of the public.
