Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Amendment 2 to Agreement for Services 178-S1311 with Remi Vista, Inc. for the continued provision of Specialty Mental Health Services for children by extending the term through October 31, 2015 and increasing the not-to-exceed compensation of the Agreement by $21,250 for a maximum contractual obligation of $321,250; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 178-S1311, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommends the County of El Dorado Board of Supervisors approve and authorize the Chair to sign Amendment 2 to Agreement for Services 178-S1311 with Remi Vista, Inc. for the continued provision of Specialty Mental Health Services (SMHS) for children.
DISCUSSION / BACKGROUND
HHSA has contracted with Remi Vista, Inc. for the provision of SMHS for children since 2010. Children are screened by HHSA Mental Health staff, and if determined to meet medical necessity, are referred for treatment to contracted providers. Remi Vista, Inc. offers an array of specialty services, including after hour/weekend services.
On November 6, 2012, the Board of Supervisors approved Agreement for Services 178-S1311 with Remi Vista, Inc. for the term July 1, 2012 through June 30, 2013 with a maximum contractual obligation of $140,000 (File ID 12-1262, Item 8). On August 25, 2013, the Board of Supervisors approved Amendment 1 to Agreement for Services 178-S1311, thereby extending the term to June 30, 2015 and increasing the maximum contractual obligation to $300,000 (File ID 12-1262, Item 45).
HHSA has issued a Request for Proposal (RFP) for SMHS. Continuation of this Agreement for an additional four months is necessary to ensure continued SMHS services while HHSA completes the RFP and evaluation process.
ALTERNATIVES
The Board of Supervisors may elect to not extend Agreement for Services 178-S1311; however, this action will result in disruption of SMHS for existing clients, an increased difficulty in meeting community needs, and failure of the County to comply with State mandated services.

CAO RECOMMENDATION
It is recommended that the Board approve this Agreement for an additional four months if it wants to continue SMHS services while HHSA completes the RFP and evaluation process.
FINANCIAL IMPACT
There is no Net County Cost associated with this Agreement. Sufficient appropriations were included in the fiscal year 2014-15 budget, and will be included in future budgets for the term of the Agreement.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1. Clerk of the Board to obtain the signature of the Chair on two (2) originals of Amendment 2 to Agreement for Services 178-S1311.
2. Clerk of the Board to return one (1) fully executed Agreement to HHSA at 3057 Briw Road.
