DEPARTMENT RECOMMENDATION
Community Development Agency, Environmental Management Division (EMD) recommends the Board authorize the Chair to sign Amendment I to Agreement for Services #640-S1411, increasing the compensation by $200,000.

DISCUSSION / BACKGROUND
In December, 2013, the Community Development Agency (CDA) issued a Request for Qualifications (RFQ) to establish a list of qualified firms for 26 categories of professional services. In accordance with procurement Policy C-17, Section 7.10, Request for Qualifications, the CDA formed an evaluation committee. The committee reviewed responses for the category of landfill and wastewater treatment plant engineering services on the basis of each contractor's experience with landfill design, construction, maintenance, closure/post-closure, erosion control/storm water maintenance services, leachate collection and management, landfill gas collection, and local, state and federal regulatory requirements related to landfills. It was determined that Tetra Tech BAS, Inc. (BAS) was a qualified firm for this category of professional service. In addition, BAS was determined to be a qualified firm for the category of solid waste management.
